On Friday January 15, National President Bob Rapoza called for
a special teleconference. The purpose was to discus Pay for
Performance issues and share information about the task force
established to assist NAPUS members with recourse submissions.
It appears that many members may have received a core rating
that is not a true reflection of their actual Fiscal Year contribution.
Although Manager’s of Post Office Operations are restricted
in how high they can rate their postmasters, it should be noted
that this does not mean you do not have a right to submitting
a recourse request.
For this reason President Bob, your National Office and your
local Chapter of NAPUS have established a network to assist you
with your submission. First there is a web-based training offered
on the National Website. Secondly President Darlene has established
a chapter network for a more personal aide for our members. As
your National Vice-President, I will assist by fielding questions
and concerns from your president for consolidation to the national
task force. In addition we will collect and submit all requests
for recourse to the National Office for potential pay consultation
issues.
The most important issue is that only YOU can submit the request
and it must be completed within forty-five days of the posting
of your core rating. Ratings are to be revealed on February 5
2010 and that is when the clock starts for consideration.
We in the Carolinas will fare much better than most of our fellow
postmasters due to the outstanding year-end rating that our Districts
achieved due to your hard work and efforts. However this does
not mean that your end of year rating will match the accomplishments
and contributions you personally made. That is what needs to
be documented and submitted for consideration if you expect to
obtain a higher rating. Be specific in your narrative and include
supporting documentation. Do not forget to state what you believe
the rating “should” have been.
On a separate note, please allow me to stress the importance
of documenting all submissions. I am especially speaking about
time out of the office and travel vouchers. If you take personal
leave or an alternate day off, submit a leave slip to your POOM.
(Leaving the approved slip on your desk in case someone needs
to know why you are not at the office.) For travel, use map quest
for mileage submissions and ALWAYS provide an explanation in
the comment section of your eTravel entry. This supports your
entry and leaves little doubt as to its accuracy. While sharing
information about eTravel, most of you have subordinates whose
travel you approve. DO NOT just sign off on their entries. Anyone
can make an honest mistake, but you are also liable for these
entries once you approve them. Check and require each submission
to consist of the same documentation that I suggested for your
entries. This will prove to eliminate issues that none of use
want to encounter.
On a more personal note, I would like to thank Immediate National
Past President Dale for his many contributions. He has helped
strengthen our organization beyond words.
On behalf of all members within Area Seven, I wish him all the
best in his retirement.
And to our newly elected National President Bob Rapoza, I pledge
all our support and wish him and First Lady Sharon a Healthy
and Happy New Year.
Finally, I need to announce that I turn the magic Fifty-Five
on January 29………….

FERS Sick Leave Credit Becomes Law
It's official. Postal and federal employees who retire under
the Federal Employees
Retirement System will receive credit for their unused sick leave
when they retire.
The new benefit, along with several other civil service pay and
retirement
provisions, was included in the 2010 National Defense Authorization
Act that
President Obama signed into law on Thursday.

is expecting the Postal Service to go to 5 day delivery is
FY 2011, which whould be by October 2010.

announced
that the NAPUS Office is launching a new NAPUS National email
list. You will be able to receive breaking news and information
from the NAPUS National Office as it occurs. To sign up for the
email list go to http://www.napus.us and click on the subscribe
button located at the top of the page. This will open your email
program and all you have to do is send a blank email which will
give you a confirmation back asking if you would like to subscribe.
Follow the instructions in the email and you will be added to
the list. The email list will be secure and will only be used

I happen to run into a
former postal employee that has his own business. He comes
from a postal family as his grandfather and father were both
postal employees. He does shirts, hats, aprons, sweatshirts
and all kinds of fun stuff. I thought you might want to advertise
his website in your
papers. I ordered an apron and a very cute pink hat with
Mr Zip on it and the quality is very good. He also makes
a donation from every transaction to the postal
relief fund. How many vendors do that? Anyway, I thought

NCNAPUS strives to serve
its members with due diligence in the course of chapter
goals. To this end, a number of activities, events and
a publication assist members in their personal pursuits:
• a bimonthly newsletter, the Tar Heel Postmaster is published,
• a website is maintained and updated,
• NCNAPUS district meetings are held to assist Postmasters,
• two Learning Conferences are scheduled each year,
• an annual State Convention is held,
• the Leadership Conference is held annually,
• the Southern Officers Conference is held annually-all members are encouraged
to attend,
