Strengthening Title 39 –during pay talks. Reached out to the
Senate for help. S 3145 to amend Title 39-ensure reasonable and sustainable
work loads for PMS. That benefits may only be modified during pay talks.
In other words, the convention leave should not have been taken like
it was. The Title should be amended.
Recourse was left to each postmaster. National is not done with this
issue. Wed a meeting is scheduled to discuss this issue. It is not
in the best interest of PM and NAPUS to support a process that labels
PMs as non contributors. Nor to support a process that changes the
goals in midyear.
PMG introduced a new business plan on March 22, 2010.
Losing money since 2007. As stakeholders we have an interest in this
plan. As PMs we will be involved in the real world implementation of
this plan. Do we agree in entity? Absolutely not! We should not throw
the baby out with the bathwater. Separate plan into 3 parts: 1-part
we agree 2- other parts to find common ground 3- keep open the door
on parts that are not in the best interest of PM and customers we serve.
We will oppose with every fiber and every money-the closing of a PO
solely for economic reasons!

to Station and Branches. These customers should not be treated differently.

Advocates for universal service. PMG’s 10 year plan was dramatic
and bold statement of what faces the postal service. His solutions
were bold. He wants to remove the postal offices from universal service.
We will go where the people are. Troubling. POs are not just units
of delivering the mail, or units of profit. We will find ways to find
ways to fund the Post offices. Rate caps may have to go. We have to
get a clear image of what the post offices are. She believes that post
offices are essential.

We are the backbone of the postal service. We take care of our customers
no matter what it takes. MPOOs are promoted who have never been a
postmaster. Or when an MPOO who was a postmaster who then goes to “the
dark side”. What is wrong with the supervisor making a report
on Saturday? HQ will do whatever they can do to take away from postmasters.
You know why? They know that postmasters will do whatever it takes
to provide for our customers. There is nothing more that can be asked
of us, nothing more for us to give up. You need to help out with
issues. You must help with the change. When you use your own private
vehicle you are giving the postal service another reason not to fix
what is broken. When you work over 8 hours you are giving the postal
service another reason not to fix what is broken. You need to deal
with these issues. You need to make it clear to your boss that you
need resources. You will not use your own vehicle. Make SOX a priority.
It has come to the time when we cannot afford to take one for the
team. When it becomes a daily practice to run mail, it is time to
say enough is enough. Get together with your fellow postmasters.
If everyone sticks to the script, everything would be fine. Imagine
if every postmaster in the nation only worked 8 hours? There would
be changes.

NPA process: last date for filing was March 21. Focus group was appointed
to work on this. Resolution log is recognized system between postmasters
and USPS. Log is on the website. The postal service needs to understand
what effects their actions have on us. You need to step up.
Posting of vacancies: over 5k nationwide. Data is being gathered to
send to HQ. Stand on vacant offices; post offices are being posted
on exception process. We want this stopped and offices posted. POV-no
one should be using their own vehicles to transport mail. NAPUS has
addressed the safety issues. To help you: USPS has issued two letters.
USPS will pay damages to the other vehicle if the postal employee is
negligent. Nothing will be paid for postal employees vehicle. OWCP
will be paid if needed. Short answer: the postal service should not
force or require an employee to use his or her own vehicles. Try to
be positive. If help is needed turn to a NAPUS family member.

what is happening in the field to postmasters. HQ took notes and was
interested. Will defend postmasters to the best of their ability. Requesting

Potter: Mail model is threatened Information age has changed us. We
are not the only ones threatened. Net flicks are being threatened by
downloads. Capital Hill asks us to change. No one is to blame for the
change in the way we communicate. Under 600k employees. The obligations
we have are so great I am not sure we can handle it. Capital Hill asked
for a compressive plan. We waited till the mail volume flattened out.
Reached out to experts, for volume consultants. Pieced together the
plan for 10 years out. Details on blue page. 150 billion pieces of
mail in the future, we can grow in packages. Advertising mail will
change but be strong. Loss of 30 billion first class mail. Average
revenue per piece. 2000 5 letters to every address, 2009 4 pieces 2020
3 pieces everyday every household. $1.00 value. Not recommended to
invest in other businesses. Should pursue freedom to look into other
businesses. If we did nothing, potential to lose over 8 billion dollars.
Suggestions: Deal with retiree health benefits. More flexible work
force.
We pay more for heath benefits for employees. Who are the people who
will be mailing 10 years from now? Those people want affordably, and
can live with 5 day delivery.
Product freedom. Give American greater access to our products and services.
Put post offices in stores. Average 600, grocery store 1000, pharmacy
800-foot traffic per day.
