Dear NAPUS Postmaster:

In May of 2006, the board of directors voted on and elected to offer PMRs a limited health benefit plan through Transamerica Worksite Marketing with an open season period starting in August 2006.
Marketing of the plan consisted of mailing an enrollment kit to every member & non-member PMR, National Convention Representation and an announcement with August issue of the Postmaster Gazette. The results of the marketing campaign were disappointing and only few hundred new members were added. During a recent discussion with Ken Engstrom, NAPUS Executive Director, we suspect, for numerous reasons, that the enrollment kits did not reach the PMRs as intended. I have provided this program to another Postal Association and had great results. So in addition to the previous efforts, I would like to try a few new avenues to help NAPUS increase the PMR membership.
During the next few months, I will design new communication pieces for the PMR Health Benefit Program. I will then email those pieces to the state editors so they can forward to their membership. With the cooperation of the NAPUS Postmaster, the communication pieces can be easily printed and handed to their respective PMR to create awareness of the PMR Health Benefit Program and add value to being a member of NAPUS. Here’s a reminder, new members do not have to wait for open season to enroll in the NAPUS PMR Health Benefit Program;

Eligibility Requirements

Eligibility requirement for postmaster reliefs to enroll in the NAPUS Postmaster Relief Health Plan are as follows:

• You must be a member in good standing of NAPUS to apply for coverage.

• If you are a new NAPUS member, there is a 45-day waiting period before a new membe is eligible for the plan.

• After the 45-day waiting period, new NAPUS members have 30 days to elect coverage in the Plan or must wait until the next open enrollment period.

The first PMR communication piece is attached in a WORD file. If you have trouble opening the document, please reply and I will send it in a different format.

Sincerely,
Bill Judge, LUTCF
